        The inventory of the States’ low-carbon economic policy

UK: Green energy, green living and green manufacturing   
The United Kingdom issued a "UK carbon conversion scheme", "UK Renewable Energy Strategy" on July 15, 2009, marking Britain is the first country to set up a carbon management plan in the framework of the government budget in the world. According to the British Government's plan, the renewable energy is up to 15% of the share in energy supply by 2020. In the housing sector, the British Government appropriates £ 3.2 billion funds for energy-saving housing. In the terms of transport, the standards of the carbon dioxide emission for new production cars will reduce averagely 40% based on 2007. Meanwhile, the British government has also actively supported the green manufacturing, research and development of new green technologies    

Germany: The development of eco-industry   
Germany announced a strategy document to promote the modernization of German economy in June 2009. In this document, the German government stressed the ecological industrial policy should be the guiding principle of the German economy. In order to achieve from the traditional economy to a green economic transition, Germany not only focuses on strengthening the coordination with the EU industrial policy and international cooperation, but also plans to increase government investment in environmental technology innovation, and by various policy measures to encourage private investment.      

France: The development of nuclear power and renewable energy  
The French Ministry of the Environment announced a package plan aimed at the development of renewable energy in December 2008, which had 50 measures, covering bio-energy, wind energy, geothermal energy, solar energy, and hydroelectric and other fields. In 2009, the French government invested 400 million Euros for researching and developing clean energy vehicles and the "low-carbon cars" In addition, nuclear energy policy has been the backbone of the French and also a priority of the French green economy.     

Brazil: The biofuel technology   
The Brazilian government paid much attention to green energy from the 70s of the 20th century. The Brazilian Government encourages people to use fuel ethanol by subsidies, setting quotas, purchase fuel ethanol in uniformity and using price and administrative intervention. With the growing interest of using ethanol fuel in nation, the Brazilian government has planned the production of ethanol fuel program.      

Japan: Building a low-carbon society   
The Japanese government announced a draft policy called "green economy and social change" in April 2009 aiming to strengthen Japan's green economy by cutting greenhouse gas emissions and other measurements. Japan formally launched the environmental point support system for energy-saving appliances in May 2009, to fix mainstream consciousness and show the social influence of green economy by daily consumer behavior.    

South Korea: Low-carbon, green economic recovery strategy   
Korea announced green growing national strategy and the five-year plan in July 2009, in the next five years South Korea will invested up to107 trillion Korea won to develop the green economy. South Korean government also plans to carry out activity called "turning waste to energy" in big cities. In addition, the South Korean government also plans to have 2 million "green home" to use solar water heaters within the next four years.
