At nation initial stage,
a rate of forest overlays in Xiji is only 0.8%.Agriculture here,
wood, herding, water industry here go through unexpected obstacles,
and suffer serious influence from nature disaster, so Xiji develops
slowly. In 1980, the soil erosion area reaches to 75% of whole county;
the forest overlays arrive less than 3% and lead to serious lack
of fuel. It is the last third of Ningnan mountain area in 2000.
